OUTSO Ministry
Ministry of Finance and Economic Planning
The Ministry of Finance and Economic Planning is responsible for managing OUTSO financial administration and coordinating economic projects. It leads fundraising, keeps accounts, prepares budgets and financial statements, and supports accountability across all OUTSO ministries.
How the office works
- The Minister heads the ministry, presides over ministry meetings, and oversees day-to-day performance.
- Two Deputy Ministers support fundraising, budget follow-up, and continuity of finance programmes across the ministry.
- The Ministry Secretary convenes meetings, records and circulates minutes, and prepares official documents such as reports and budget estimates.

Plans, administers, and supervises OUTSO economic projects.

Makes fundraising-related contracts (must be approved by USRC).

Conducts fundraising, collects revenue, maintains accounts, and makes payments as required by USRC.

Prepares and presents annual (or supplementary) budget estimates and annual balance sheet to the University Director of Finance and Accounting; shares copies with OUTSO Government; receives budget estimates from each ministry.

Produces periodic financial statements for students (notice boards) and forwards them to the Secretary General.

Issues circulars and regulations for day-to-day financial operations of ministries.

Prepares OUTSO financial reports and works on budgets, balance sheets, and periodic statements for submission to OUTSO Government.

Performs other finance-related duties directed by USRC.
