The President is the Head of OUTSO and its Chief Spokesperson, responsible for overall leadership, executive coordination, and oversight of the President's Office, advisory desks, and special committees.

Functions

  1. 1Provide overall leadership and strategic direction for OUTSO.
  2. 2Preside over OUTSO meetings and key executive sessions.
  3. 3Coordinate executive implementation of USRC directives through the President's Office and supporting desks.
  4. 4Oversee appointment and coordination of OUTSO Government (ministries).
  5. 5Supervise the Chief of Staff Office, Communication Unit, and Protocol & Advisory Desk.
  6. 6Establish and supervise special committees, boards, and projects as needed, including the HIV/AIDS Committee.
  7. 7Ensure accountability, discipline, and legal compliance through the Legal and Disciplinary Affairs Office.
  8. 8Coordinate university-level engagement through Senate and Council participation and reporting.
