The Ministry of Art, Cultural Affairs, Sports and Games coordinates student talent, cultural expression, and sports development while promoting participation, performance, and community engagement within OUTSO.

How the office works

  • The Minister leads ministry planning, supervises execution of programmes, and reports progress to OUTSO leadership.
  • Two Deputy Ministers support implementation of arts, culture, sports, and games activities across centres.
  • The Secretary manages ministry coordination, records, scheduling, and official communication.

Constitutional Functions

Core duties and responsibilities of this ministry.

    Supervises, encourages, and coordinates arts and cultural activities.

    Prepares term timetables for arts and cultural performances; performances are for entertainment and may generate revenue to offset expenses.

  3. 3

    Produces financial statements after each cultural performance (expenses and revenue).

  4. 4

    Supervises and coordinates sports activities.

  5. 5

    Ensures sports facilities and coaching services are provided to students.

  6. 6

    Participates in local and international exhibitions and performances in these areas.

  7. 7

    Performs other related duties as directed by the OUTSO President.
